上海市塑料研究所成立于1963年7月1日，是我国第一家以氟塑料加工-应用研究为主的专业研究所。其发展过程大致可分为四个时期：上世纪七十年代末之前为发展初期，这期间共取得科技成果30余项，获得6项国家奖，为我国氟塑料及一些工程塑料的成型加工技术的发展奠定了基础。八十年代为发展壮大期，荣获90余项科研成果奖，填补了多项国内技术产品的空白，并通过技术转让和横向协作，极大地推动了我国氟塑料加工业的发展。然而到了九十年代，由于市场经济体制对以计划经济为主的研究所的冲击，出现了经营管理和经济效益的下滑期。值得庆幸的是在新旧世纪交替的时候，研究所在新一届年青领导班子的带领下，顺应市场经济潮流，引进经营管理新理念和奖惩机制，应对市场竞争的挑战，加强质量管理，开拓进取，通过全所职工的努力取得了全方位的优异成绩。今天，上海市塑料研究所正以崭新的面貌进入其第二轮发展阶段，加大新品开发力度，引进国外先进技术和设备，重铸往日的辉煌。
上海市塑料研究所下设五个研究室，一个塑料检测中心，还有一个中心实验室和两个子公司。
● 第一研究室：主要生产各种聚四氟乙烯（PTFE）制品（管、棒、板、膜）、填充制品、活化处理复合制品等。
第二研究室：主要生产聚四氟乙烯（PTFE）浸渍玻璃漆布、聚四氟乙烯（PTFE）浸渍玻璃网格布和聚四氟乙烯（PTFE）玻璃布复铜箔层压板。
第三研究室生产各类聚全氟乙丙烯（FEP）制品（管、棒、板、膜）、聚四氟乙烯－全氟烷基乙烯基醚（PFA）管、膜等制品。
第四研究室：生产挤压法聚乙烯醇缩丁醛（PVB）薄膜。
第五研究室：生产不锈钢丝增强聚四氟乙烯（PTFE）软管组件、聚四氟乙烯（PTFE）绝缘引水管和聚四氟乙烯（PTFE）螺旋管等产品。
● 塑料检测中心暨上海市化工产品质量监督检测塑料站：从事塑料及塑料制品的质量检测工作，是上海市质量技术监督局机构认可/计量认证的检测机构，并获得"中国实验室国家认可委员会"颁发的"实验室认可证书"。
● 中心实验室是上海华谊（集团）公司技术中心和上海市塑料研究所联合筹建的新型化工材料研发的大型实验室，依托复旦、同济等高校有关院系的科技力量开展新型化工材料的研发工作。
● 子公司
1. 上海索康医用材料有限公司是一家生产医用植入材料（PTFE人造血管、心脏补片、颌面修复材料等）的专业厂家，将于今年下半年实现产品商品化及临床应用，以其较低的价格，造福于广大患者。
2. 上海新艺塑料有限公司是以塑料所为依托，增强技术实力，建立工程塑料应用开发平台，实现塑料所在工程塑料领域的新突破。
四十年间，通过几代人的辛勤耕耘，上海市塑料研究所共获得科研成果奖170余项，新产品奖30余项，为我国的国防建设和各工业领域的发展作出了重大贡献。自1993年起，上海市塑料研究所连续被评为"上海市高新技术企业"，并已通过ISO9001:2000和GJB9001A:2001（国军标）质量管理体系认证。
今后，上海市塑料研研究所通过企业体制改革的不断深入、管理理念的不断更新、科技开发力度的不断加大，最终实现以总公司--子公司--研发中心为经营模式的集团公司的结构目标，成为我国氟塑料加工行业的主力军。

Shanghai Plastics Research Institute, established in July 1963, was the first research institute engaged in the research and development of Fluoroplastics processing and application in China. And the course of 40 years' development of the Institute could be divided into 4 stages:
Before the late 1970s, the Institute had won more than 30 scientific and technological results and 6 national awards and laid a good foundation for the development of Chinese Fluoroplastics processing trade.
The 1980s was a stage of making a great achievements: 90-odd scientific and research awards. The Institute, through its technology transfer and cooperation with other units, substantially enhanced the national development of Fluoroplastics processing trade.
However, during the 1990s, the Institute encountered with a unprecedent depression in both management and economic results by the impact of switching from a planned economy to a market economy.
Fortunately, in the new millennium, the current young leading panel of the Institute adopted new mechanism in management and payment according to the regularity of market economy. Since then, we took over the challenge of market competition, reinforced quality control management and made a comprehensive progress by the effort of all staff in the Institute.
Today, the Institute is marching on in its second round of development with a brand-new image, introducing advanced technology and equipment from abroad, putting more investment for the development of new products, and finally regains its leading position in Chinese fluoroplastics processing trade.
Shanghai Plastics Research Institute has five research departments, one plastics inspection center, one center laboratory and two subsidiaries.
● No.1 Research Department: PTFE tubing、 rod、 sheet and film, filled PTFE products and chemical activated PTFE products, etc.
● No.2 Research Department: PTFE impregnated glass cloth, PTFE impregnated glass mash and copper clad laminate of PTFE glass cloth.
● No.3 Research Department: FEP and PFA tubing、rod、sheet and film etc.
● No.4 Research Department: PVB film.
● No.5 Research Department: Stainless steel reinforced PTFE hose assembly and PTFE corrugated tubing etc..
● Shanghai Quality Supervision and Inspection Center of Chemical Products Plastic Station granted by Shanghai Quality and Technical Supervision Bureau, undertakes quality inspection and test of plastic products, the Inspection Center also obtained a certificate of Laboratory Accreditation from China National Accreditation Committee for Laboratory.
● The Center Laboratory is jointly run by Shanghai Huayi (group) Company Technological Center and Shanghai Plastics Research Institute. Relying on the strength of scientific and technological research of Tongji and Fudan universities, it focuses on the research and development of new chemical materials.
● Subsidiaries
1. Shanghai Suokang Co., Ltd. is professionalized in the production of medical implant materials, for example, man-made blood vessel, cardiac patch and chin restoration materials. The products will be merchandized and applied clinically in the second half of 2004, which will bring a good news to patients in terms of competitive price.
2. Shanghai Xinyi plastics Co., Ltd. Provides a platform for the development and application of engineering plastics that helps the Institute expand the scope of its business.
Throughout the 40 years' industrious work by several generations, Shanghai Plastics Research Institute has gained more than 170 scientific and technological awards and 30 new-product awards. And it contributed significantly to the development of national defense construction and various industry areas. Since 1993, the Institute has remained the title of "Hi-tech Enterprise" up to now and pass the accreditation of ISO 9001:2000 and GJB 9001A: 2000 Quality system.
From now on, Shanghai Plastics Research Institute will take every effort to promote its system reform, to update its managerial concept and to speed up its development. The Institute aims at building a group-company that composes of a parent company, subsidiaries and R&D center and becomes a main power in Fluoroplastics processing trade in China.
